Title: Construction of Modern College System: What a Private Higher Learning Institution should Pursue
Abstract: To build up a modern college system is the direction of innovation and development for Chinese higher education in this new period. As organizational models among Chinese colleges and universities, private higher institutions are easier to transform their models in setting up modern college system in the future than public universities. Therefore, private higher institutions should seize the opportunities, give full play to their advantages and fasten the pace of constructing modern college system. Modern college system can be concluded as two levels: an outer macroscopic system and an inner microscopic system. So the construction of modern college system with the unique characteristics of private higher learning institutions should be considered from two aspects: the macroscopic level of education administration and the microscopic level of school management. The bottleneck problems in the construction process should be strived to resolve. On one hand, rules and regulations on private higher education should be implemented, and the relationship between private universities and the government should be straightened out further; on the other hand, private higher learning institutions should innovate their schooling concepts, complete corporate governance structure, and highlight the dominant function of academic power in academic affairs. Only by dynamic integration of both of the microscopic and macroscopic levels, could modern college system be built up.
