Title: On Incentive Compatibility of Talent Introduction to Universities in Western China——Based on 2-Level Analysis of Incentive Compatibility
Abstract: In the context of comprehensive deepening of reform in university personnel system,this paper applies incentive compatibility theory to analyze the issue of incentive compatibility of talent introduction to universities in Western China on two different levels. The optimal conditions solution shows that the implementation of semi-stationary merit pay would be a better way to improve incentive compatibility in personnel department,and that both material incentives and soft environment construction should be paid equal attention in both talent introduction and management. The study provides theoretical basis for enhancement of talent introduction system in universities in Western China,and proposes feasible measures.
