Title: Study on Framework of Strategic Performance Evaluation in Public General Hospitals Based on Public Benefit and Public Service Responsibility
Abstract: The content of strategic performance evaluation which is to realize the public benefit and public service responsibility(PBPSR) is not only the essential requirement for the public hospitals,but also an effective means to reverse deficiency of strategy on short-term economic benefits of the current public hospital performance.The PBPSR sets ten principles for selecting strategic performance evaluation content.The strategic performance evaluation content framework(SPECF) is constructed for four types of public general hospitals,by using these principles.There is significant difference in seven aspects between the SPECF and the previous performance evaluation content framework system.It infers that SPECF will effect the future development of public hospitals from three stages.
