The author of this paper believes that some records in The Annals are wrong. The actual fact is that the two emperors of Sui Wen and Sui Yang both established some local administrative organizations in Hainan during their own reign, and what the former established during the Kaihuang Period is the prefecture of Yazhou and the two counties of Yilun and Linshui, while what the latter did is to change the name of Yazhou into Zhuya and add two more prefectures and eight counties. The three prefectures mentioned above are Zhuya,Zhan'er and Linzhen and the ten counties are Yilun, Changhua, Gan'en, Bishan, Ningyuan, Yande, Chengmai, Shecheng, Linchuan and Lingshui.
