Title: Environmental management plan for PR1 improvement, construction of major bridge and SRR, GCM construction of Ghat subprojects
Abstract: This environmental assessment determines the magnitude of actual, and potential environmental impacts to ensure environmental protection, and, builds on the analysis undertaken to evaluate subprojects, and define the focus for the environmental screening, design and management, including monitoring during implementation. Although the project is not expected to pose major environmental adversity, based on past experience from rural roads construction, and market improvements - which includes adequate drainage systems to reduce water logging; bitumen surfacing eliminating dust hazards; and road safety measures reducing congestion, and potential accidents - mitigation measures are nonetheless presented to reduce potential negative, environmental impacts. To avoid impacts on topography, land and soil, it is recommended to avoid construction (as possible) during the rainy season, to minimize soil erosion, and the resultant siltation along drainage channels. During operation, indirect impacts on agricultural land may cause changes in land use pattern, on the intensity of agricultural cultivation, and the use of chemical fertilizers; therefore, agricultural extension practices are recommended, such as crop rotation, and adequate use of fertilizers, based on recognized standard practices. Adverse impacts on wetlands (mostly fed by rainwater runoff) can be contained by minimizing the spread of water hyacinth, an aquatic plant that has negative impacts on water quality, biodiversity, and aquatic life. Road engineering designs shall focus on effective drainage plans, and, take into account the existing flood prone areas, particularly regarding road embankments, and retaining walls, given the potential for detrimental impacts on vegetation, and loss of production, and income.
