Title: Environmental Impact Assessment Process for Melbourne's Southern and Western Bypasses
Abstract: The Southern and Western Bypasses (or the Melbourne City Link Project) are to be developed to link the South-Eastern Arterial, the West Gate Freeway and the Tullamarine Freeway. The linkages are to be developed as six-lane freeway connections and the project includes the upgrading of parts of the South-Eastern and Tullamarine Freeways. The primary objectives of the project are to reduce traffic on inner city streets, improve the inner City environment, optimise economic benefits and minimise financial costs, improve access between industry and port/rail/airport facilities and minimise social impacts. VicRoads, with the assistance of a wide range of consultants, was responsible for the process, the development of options and preparation of the environmental impact and project assessment reports. The process included extensive public consultation. This parallelled a process to select and enter into an agreement with a private sector consultation to finance, design, build and operate the agreed project.
