Abstract: In 1992 the Royal Commission on National Passenger Transportation recommended that government reduce its role in transportation. A year later, the National Transportation Act Review Commission suggested the withdrawal of government from direct management of the transportation section. Basically, the two commissions recommended that the supply of transportation services be put on a more commercial basis. This paper looks at one aspect of this - the way roads are supplied. The aim is to gauge how this has changed since these two commissions made their recommendations. The paper also considers developments in other parts of the world in an effort to understand what options are available.
