Abstract: This article summarizes a proposal to create a new Department of Transportation made by President Johnson. The article details the need and challenges the United States faces with the increasing urban population expected to double. This increase in the urban population will create a need to build homes, highway and other facilities that would be equal to all that has been built since the country was settled. Automobiles account for 90% of the personal travel, trucks move 24% of the intercity freight, Pipelines carry 17% of the haul, and airlines fly more than a billion miles a year in cargo business. The President's proposal emphasizes that America lacks a coordinated transportation system that permits travelers and goods to move conveniently and efficiently from one mode of transportation to another. The role of the proposed transportation department will be to: (1) coordinate existing program to promote transportation; (2) bring new technology to the total transportation system by promoting research and development along with the private industry; (3) improve transportation safety; (4) encourage private enterprise to take advantage of new technological opportunities; (5) encourage high-quality, low-cost service to the public; (6) conduct system analysis and planning in order to strengthen the weakest parts of the current system; and (7) development investment criteria standards and analytical techniques to assist all levels of government and industry in transportation investment.
