Title: New alliances: for policy and the conduct of research and education
Abstract: Policy evolution through the Roundtable structure has been effective in the USA. It creates the background and provides information to enable the debate between the participants, and in particular has drawn the participation of senior US government officials. It addresses problems that are intractable and complex in other settings. Its perspectives on university–industry collaborative programs have been useful in identifying the major problem areas, defining the expectations of each side, and comparing experiences with projections. The emerging alliances are important but not sufficient for economic competitiveness.
