Title: Philadelphia: help is on the way and none too soon
Abstract: Reported are problems and progress in the development of Philadelphia's mass transit rail system. The Southeastern Pennsylvania Transportation Authority (SEPTA) has ordered 125 new cars for the city's Broad Street subway line. A 1.7 mi downtown rail tunnel is foremost among SEPTA's rail projects for the city. SEPTA also plans to upgrade the city's commuter stations. Project financing is needed before revitalization of Philadelphia's rail system can begin in earnest. (1 diagram, 3 photos)
