Abstract: Das Internet ist ein großer "Markplatz der Information", schreibt Michael L. Dertouzos in seinem Buch "What Will Be: Die Zukunft des Informationszeitalters"1. Verkauft, gekauft, getauscht oder zumeist noch verschenkt werden dort Informationen aller Art, wobei im Rahmen dieser Abhandlung vor allem politische Informationen im Vordergrund stehen werden. Über die Nachfrager der Informationen im Netz weiß man inzwischen einiges. Hier seien nur zwei Beispiele genannt: Nach den Ergebnissen einer Studie der Europäischen Kommission aus dem Frühjahr 2000 — dem Eurobarometer 53 —2 ist das Versenden von E-Mails die häufigste Form der Internet-Nutzung. An 14. Stelle (aus einer Liste von 27 möglichen Formen der Internet-Nutzung) steht der Besuch einer Regierungs-Webseite (16 Prozent der Internet-Nutzer haben dies schon einmal getan), an 18. Stelle steht der Besuch der Webseite einer Partei — dies haben 13 Prozent der Internet-Nutzer bereits getan.3
