Title: TRANSPORTATION PLANNING AND THE ENERGY CRISIS
Abstract: During the past 10 years there has been much reassessment of the policy and technology employed by the highway planning profession. The evolutionary changes resulting from this reassessment have been slow but constant and have become more evident each year as the planning and research program was developed by each state's highway authority for transmittal to the Federal Highway Administration (FHWA) as part of the federal highway needs study. These authorities ''dug deeper'' into their state''s highway needs as each subsequent annual report on the federal study was prepared. For example, the functional classification of the various state and federal highway systems required by the study has generated considerable change in the way of thinking about what can be done with the transportation facilities we now have and how new ones should be planned to meet future needs. A discussion is given of some of these changes in transportation planning outlook and to suggest ways of considering them within the transportation planning process. The impact of the energy shortage on transportation in Arizona is also discussed.
