Title: EVALUATION OF THE EFFECTIVENESS OF TRANSPORTATION PLANNING IN THE SMALLER URBAN AREAS
Abstract: A SURVEY WAS CONDUCTED OF SMALLER URBAN AREA TRANSPORTATION STUDIES. THE SURVEY INDICATES THAT IT APPEARS THAT TRANSPORTATION PLANNING EFFORTS THAT WERE PERFORMED WERE INITIATED AND SUSTAINED BY THE VARIOUS STATE HIGHWAY DEPARTMENTS UNDER THE 1962 FEDERAL HIGHWAY ACT. THIS MAY PARTIALLY BE EXPLAINED BY THE ALMOST TOTAL LACK OF TECHNICAL BACKGROUND IN TRANSPORTATION PLANNING AT THE LOCAL AGENCY LEVEL. THE SMALLER URBAN AREAS DEPEND ON THE STATE HIGHWAY SYSTEM AS THEIR MAJOR ARTERIES. THE THREAT OF THE LOSS OF STATE AND FEDERAL FINANCIAL AIDS TO CONTINUE THESE ROUTES WAS SUCCESSFUL IN GETTING THE LOCAL AGENCIES TO AGREE THAT A TRANSPORTATION PLAN WAS NEEDED. THE COMMITTEE SYSTEMS UTILIZED TO GOVERN THE TRANSPORTATION STUDY OPERATIONS SHOWED THAT THESE PEOPLE HAVE LITTLE KNOWLEDGE OF TRANSPORTATION PLANNING AND TEND TO DELEGATE ALMOST ALL OF THEIR RESPONSIBILITIES TO THE TECHNICAL COMMITTEE MEMBERS. THE CITIZENS ADVISORY GROUP SEEMS TO HAVE BEEN OF LITTLE HELP BECAUSE OF DIFFICULTY OF COMMUNICATION. THE DEVELOPMENT OF MODELS FOR TRIP GENERATION SEEMS PROBABLY THE LEAST ADVANCED OF THE FOUR GENERAL TYPES: GENERATION, MODAL SPLIT, DISTRIBUTION, AND ASSIGNMENT. THE ONLY REALISTIC FORM OF PUBLIC TRANSIT IN THE SMALLER URBAN AREAS SEEMS TO BE A BUS SYSTEM OPERATING ON THE PUBLIC STREETS. THE DEVELOPMENT OF ADEQUATE FORECASTS OF FUTURE TRAVEL DEMANDS IS THE BASIS OF TRANSPORTATION PLANNING. HOWEVER, BECAUSE OF THE SEEMINGLY COMPLEX PROCEDURES REQUIRED TO DEVELOP FORECAST MODELS, THE ACTUAL FORECAST PHASE OF THE PLANNING PROCESS IS ALMOST IGNORED.
