Title: Bi-Level Framework for Measuring Performance to Improve Productivity of Construction Enterprises
Abstract: The construction industry has experienced profound changes that have forced construction enterprises to utilize performance measurements to improve their productivity. Current performance measurement frameworks (such as the Construction Industry Institute [CII] Benchmarking and Metrics program [BM&M]) mainly focus on the project level. In addition, many construction companies apply company-level performance measurement frameworks (such as the Balanced Scorecard [BSC]) that fall short in addressing particular issues and do not give a multifaceted measurement. An exploratory research was conducted to build bi-level performance measurement framework to improve construction enterprises' productivity. The proposed framework consists of two subsystems: company subsystem and project subsystem. The company subsystem is organized around the Balanced Scorecard (BSC). The project subsystem is organized around the nine knowledge areas of Project Management Body of Knowledge (PMBOK). The configuration of the viable system model (VSM) is utilized to enhance the model's implementation. This formulation process was followed by a structured interview and a case study to highlight potential adoption of the framework. Results show that the proposed framework can be vital in improving productivity of construction enterprises.
