Title: Integrating BSC and EFQM: A proposed performance management framework in construction projects
Abstract: Projects are constantly disappointing their stakeholders as a direct consequence of inadequate performance management systems. Performance should be viewed and assessed trough a holistic pair of lenses and taking in consideration different types of management control systems. This paper explains and defines distinction among different types of management control systems (diagnostic, interactive and strategic) and explains their role in design and implementation of a performance management system. It elaborates two most frequently used models (The Balanced Scorecard ? BSC and European foundation of quality management excellence model ? EFQM) and clarifies their role in a holistic performance management system. The paper concludes that although The Balanced scorecard is widely known, more implemented and better tool for strategy implementation, European model showed better for strategic control, benchmarking and alignment with the environment.
