This reform took place in the...In 1991, Colombians crafted a new constitution that was intended to decentralize the highly centralized state and make the exclusive democratic regime more participatory. This reform took place in the context of peaking mobilization for ethnic rights at the national and international level. While in other developing countries the political mobilization of ethnic nationalism most often has impeded the transition to democracy, in Colombia the active participation of delegates representing the Indian movement in the National Constituent Assembly helped to institutionalize special political rights and protections for indigenous and black communities and to transform an exclusionary democracy into a more participatory political regime. This study will identify factors that enabled the mobilization of ethnic identity in Colombia in the late 1980s to support the forces for democratization.Read More
