Abstract: This is the executive summary on the environmental management and social framework to be followed in regards to the implementation of the Rural Roads Project in India, based on the Environmental Codes of Practice, developed to guide project activities so that they avoid, or mitigate adverse environmental impacts. Key issues addressed include the following: Incorporate environmental concerns into project preparation, to minimize adversity during the construction and operation phases. Avoid roads through sensitive areas (forests, sanctuaries, wetlands, etc.). Comply with environmental legislation. Relocate utilities, common property resources, and as needed, cultural properties. Avoid disturbing roadside vegetation. Avoid locating construction camps near sensitive areas, and work out arrangement for camp infrastructure, and construction equipment. Use fly ash as building material. Minimize land use. Avoid using agricultural lands as borrow areas, and, whenever such may have happened, land reclamation should take effect. Store topsoil in stockpiles and protect soil from erosion. Reuse topsoil to re-vegetate areas, including agricultural areas. Redevelop quarries. Get community consent before using water. Schedule construction as per water availability. Maintain slope stability. To control erosion, adequate drainage should be in place. To manage waste, recycle materials in hill roads, but safely dispose of wastes. Protect embankment slopes and rehabilitate water bodies. Comply with emissions standard, and maintain machinery and equipment to avoid pollution. Provide workers with protective clothing and equipment, and observe public safety on roads, and on-site. Relocate cultural property in case impacts are unavoidable. Plant trees on roadside, and otherwise protect trees from adverse impacts. Identify natural habitats, and properly manage passage through habitats if unavoidable.
