This has become a problem of international importance, besides being a domestic necessity, because of the growing realisation that the prosperity of even the advanced countries would
depend upon the prosperity of all the other countries. In fact, the volume. of jnternational trade and hence the world prosperity, would have been far greater had there not been so many poor and economically backward countries. Widespread unemployment, and under-employment,
abnormally precarious standards of living, disease, and ignorance are the characteristic features of these underdeveloped countries. Of them, the most formidable problem to be given first attention is the problem of unemployment. For unemployment on an unprecedented
scale constitutes an economic disease and a social menace.
