Abstract: THE CITY OF PHOENIX HAS SINCE 1961 EMPLOYED A MULTI- DISCIPLINARY TRANSPORTATION PLANNING TEAM, TO WHICH WAS GIVEN THE TASK OF DESIGNING THREE ALTERNATIVE DIAL-A-RIDE SYSTEMS TO BE USED AT RUSH HOURS. AN ECONOMIC EVALUATION CHOSE ONE OF THE THREE FOR PILOT PROJECT OPERATION, AND IT WAS OPERATED IN FOUR AREAS WITH POOR TRANSPORTATION FACILITIES. IT WAS FOUND THAT THE DAILY PER-PERSON COST WAS $1.40, MORE THAN DOUBLE THE NATIONAL TRANSIT RATE. RECOMMENDATIONS FOR IMPROVING EXISTING TRANSIT SERVICE ARE MADE.
