Abstract: Rapid economic reform in China has resulted in an urgent need to develop a framework for urban transport policy. This paper considers the issues faced by China and how they have been tackled in other countries. The distribution of transport reponsibilities between hierachical tiers of government and the function, structure and staffing of municipal governments are first considered. The role of the private sector is discussed. The examples of Hong Kong and Singapore are examined as models of public transport systems operated entirely on commercial principles. Publicly owned systems in the US and Europe are then considered. The current situation in China is outlined and a progressive strategy for reform suggested. For the covering abstract see IRRD 890936.
