Title: Delivering a roading project in an urban community
Abstract: Obtaining of consents and land access to enable the delivery of roading projects in the face of resistance and opposition from a community presents engineers with challenges beyond the technical skills that are provided by their education, training and experience. This paper describes consultation, land acquisition and property access/modification negotiation processes involved in taking the upgrade of SH1 between Plimmerton and Paremata from the original identification of it as a potential project through to the start of construction. It describes techniques used and lessons learnt particular with respect to consultation and negotiations with organisations and individual land owners opposed to the project.
