Title: Achieving Safety Goals via Systematic/Scientific Based Safety Tools
Abstract: The significant budget reductions in recent years has created a financial environment for state and local agencies that is challenging.Transportation agencies are forced to balance these constraints while providing for the many competing project needs including (but not limited to) safety, operations, environmental impacts and cost. These agencies are faced with tough decisions on how to allocate limited funds for projects that address deteriorating infrastructure, increasing congestion and high crash/risk locations. Jurisdictions are being asked to make critical decisions while dealing with recurring annual reductions in human and financial resources. Tools that provide information on the inter-relationships that exist between design, operations, and safety would be beneficial in helping jurisdictions through this process. Without analysis techniques and tools, local and state transportation agencies will continue to struggle with identification of the most cost effective projects and designs to fund.
