Title: APPLYING SYSTEMS ENGINEERING, PPBS, AND COST-EFFECTIVENESS TO TRANSPORTATION PROBLEMS
Abstract: THE U. S. BUREAU OF THE BUDGET BULLETIN NO. 63-3, DATED OCTOBER 16, 1965, HAS DIRECTED THE HEADS OF EXECUTIVE DEPARTMENTS TO INTRODUCE THE CONCEPT OF PLANNING- PROGRAMMING-BUDGETING INTO THEIR ACTIVITIES. THUS WE SEE THE SPREADING TO OTHER AGENCIES OF TECHNIQUES THAT HAVE BEEN ASSOCIATED WITH THE DEPARTMENT OF DEFENSE SINCE ROBERT S. MCNAMARA BECAME SECRETARY OF DEFENSE AND CHARLES J. HITCH BECAME HIS CONTROLLER. IT IS VERY PROBABLE THAT SOME APPLICATION OF THESE ANALYTICAL TECHNIQUES WILL EVENTUALLY BE REQUIRED OF STATE AND LOCAL AGENCIES IF THEY ARE TO RECEIVE FEDERAL PARTICIPATION IN VARIOUS PROGRAMS. SINCE THERE IS STRONG INDICATION THAT SYSTEMS ENGINEERING AND PLANNING-PROGRAMMING AND BUDGETING WILL BE FURTHER INTRODUCED AT MANY LEVELS, THIS SHORT PRESENTATION GIVES THE BAREST ESSENTIALS OF PROGRAM BUDGETING AND SYSTEMS ANALYSIS. WITHIN THE AREA OF PROGRAM BUDGETING AND SYSTEMS ANALYSIS, A BRIEF DISCUSSION IS MADE OF HOW COST-EFFECTIVENESS MIGHT BE EMPLOYED. TOPICS CONSIDERED ARE: (1) SYSTEMS ENGINEERING, (2) PLANNING-PROGRAMMING AND BUDGETING, AND (3) COST EFFECTIVENESS. WITH THE AID OF SOME EXAMPLES, IT IS SHOWN HOW EFFECTIVE SYSTEMS THAT INCLUDE COST EFFECTIVENESS MAY BE PLANNED, PROGRAMMED, AND DEVELOPED. /AUTHOR/
