Title: OFF THE ROAD, VEHICLES : THREE CALIFORNIA PROJECTS USE ECONOMIC INCENTIVES TO REDUCE CAR USE
Abstract: This article describes three California programs aimed at changing the costs of driving and scheduled for implementation but not currently operational. They include peak pricing on the San Francisco-Oakland Bay Bridge, charging single-occupancy vehicles a toll to use high- occupancy vehicle lanes in San Diego, and a privately built and operated tollway with congestion pricing in Orange County. Both the Bay Bridge and the San Diego projects anticipate using automatic scanners to read electronic debit or credit cards displayed on the vehicles.
