Title: A MANAGEMENT PROCESS FOR MULTI-AGENCY INVOLVEMENT IN ALTERNATIVE SELECTION AND DEVELOPMENT FOR A REGIONAL EXPRESS TRANSIT AND HOV ACCESS IN LYNNWOOD, WASHINGTON
Abstract: Traffic congestion in the Seattle area has been a concern for some time. Recently a new regional agency was created to complete a 10-year program to implement a regional transportation network of transit, light rail and commuter rail costing $3.9 billion stretching from Everett to Tacoma, Washington. This bold effort has been the end product of decades of changing public perceptions about needed regional improvements as area congestion has significantly worsened. In this paper, the management process by which these agencies were involved is described, along with the engineering efforts needed to identify, analyze, and select a preferred alternative starting form six different sites and 22 combinations of transit services, all within a 22-month time frame. We describe the project goals, selection criteria, and technical analysis needed to move a multi-agency partnership towards agreement on a preferred alternative. The project management process that was established to complete the preliminary engineering and select a preferred alternative for further analysis within the environmental review phase is also described.
