Abstract: Due to California's crippling $38 billion deficit, the state has slashed funding to California Department of Transportation (Caltrans), resulting in the termination of about 600 highway projects. Contractors could either suspend work without penalty or continue with work while waiting for deferred payment. For many small firms, this will mean a halt to projects, while larger companies may be able to keep projects afloat by using their own money. Road projects in several counties have managed to survive as local agencies have provided the needed funding.
