The new model makes FSUTMS appropriately sensit...A new toll facilities model is described that was developed and tested for use in the Florida Standard Urban Transportation Modeling Structure (FSUTMS). The new model makes FSUTMS appropriately sensitive to the impact of tolls in the highway assignment process. It describes both the delay occasioned by toll plaza operations and the imposition of the toll. The new toll facilities model produces reliable traffic estimates consistent with the forecasts developed for other fuel-tax funded transportation projects and in a form useful for designers. The paper reviews the models and procedures that comprise FSUTMS, and describes the new model and its applications in Florida.Read More
