Title: INCREASING PRODUCTIVITY: THE KEY TO TRANSPORTATION'S FUTURE
Abstract: In the transportation field, real income is declining, tax receipts are declining, and inflation is driving up operating and capital costs. In response to escalating costs, public and private decision-makers are looking for ways to increase productivity. Labor productivity may be achieved through elimination of unnecessary activities and labor not only productive positions but also management positions) needed to perform them. Lost time must be reduced, greater levels of sustained effort must be stimulated, technological innovations must be used, and the supply of services must be better matched with the demand through an improved pricing system. Impediments to increasing labor productivity are noted. To increase labor productivity, attitudinal changes by both management and labor are required. There is now a growing body of knowledge, primarily outside transportation, that can assist the transportation sector toward new cooperative arrangements between management and labor to achieve increased productivity and improve the quality of work.
