Abstract: Azerbaijan declared independence without holding a referendum and lifted the state of emergency installed by the Soviet authorities on 15 January 1990. The Constitution was amended in 2002 and in 2008. In 2002 the amendments included a change in the election system from a mixed system to a district system; electing the president with an absolute majority of votes, instead of a two-thirds majority; the possibility for citizens to appeal to the Constitutional Court; appointment of the president of parliament as interim-president when the president dies or withdraws from his position.Keywords: Azerbaijan; state building
