Title: HUNGARIAN STATE RAILWAYS REBUILD FOR THE FUTURE
Abstract: Hungarian State Railways is preparing to reorganise its activities according to the policy of the European Union (EU). For example, a law made it possible to transform MAV into a limited company, all of whose shares are initially held by the Government. Laws also made it possible to transfer to other companies MAV activities not specifically connected with transport and maintenance of railway infrastructure. Most of the improvements are being implemented on lines connected to European transport corridors. Preparations are in progress for developing the level of railway services. The whole rail network already has a computerised system for recording freight consignment progress, and will soon have computer systems for ticketing and economic accounting. In these reforms, MAV aims to stop the previous dramatic decline in rail freight and passenger transport. This article gives a historical review of recent changes in Hungarian rail transport since the fall of the Communist regime, discusses current developments, and describes projected further reforms. Despite all the positive changes made, MAV has been under-financed for two decades, severely limiting its investment programme. Early in 199?, the Government proposed five objectives for rail reform and identified eight areas needing new policies.
