Abstract: The City of Regina is a medium-sized city with a population of 182,000 and is in the process of completing a transportation study using the EMME/2 multi-modal transportation planning computer model developed at the Research Centre of the University of Montreal and supported by INRO Consultants Inc.. The EMME/2 model was chosen for its transit/roadway planning integration and its flexibility in demographic/land use change impact analysis capability. This paper presents a tactical level case study of transit service planning and analysis for two Regina neighborhood sectors using the EMME/2 model. Whitmore Park and Glencairn have been projected to experience changes in their future demographic characteristics. Whitmore Park is aging and Glencairn is projected to experience growth. Future service plans have been designed to accommodate the demographic and land use changes projected to 2016 and are evaluated using EMME/2 in terms of travel demand, mode-split and ridership forecasts.
