Title: ARE HOT LANES THE HOTTEST THING SINCE HOV LANES
Abstract: High Occupancy Vehicle (HOV) lanes are under increasing criticism in the U.S. because of the empty syndrome, or HOV lanes that are underutilized next to regular lanes that are highly congested. This paper presents the early results of a pilot project from San Diego, California, which allows single occupant commuters to buy their way into HOV lanes by paying a per-trip fee to use the excess capacity in the HOV lanes. The so-called High Occupancy Toll (HOT) lane project uses the revenue from these drivers to subsidize new express bus service in the corridor. While the pilot project has been successful in increasing the efficiency of the HOV lanes, the transit service is not necessary fulfilling complementary goals. This paper provides background on the pilot project, describes preliminary results, discusses the evaluation of new transit service funded by the pilot, and speculates as to the future of the concept in San Diego.
