Abstract: This document provides an overview of the literacy issue and uses examples to explain how ICT can be used to enhance literacy education and contribute to achieving the goals of the United Nations Literacy Decade. Its focus is on five areas where ICT can be used in literacy education: enhancing learning; raising access to literacy education; training of teachers; localizing content; and creating a literacy-conducive environment. It includes: definitions of literacy; literacy facts and figures; and suggestions of areas in which policy makers should concentrate their efforts to enhance literacy in their countries, and how ICT can assist in those efforts.
