Abstract: In the financial part of the Second Structural Scheme for Traffic and Transport, recently presented by the Dutch Ministry of Transport and Public Works, road maintenance occupies the most important place. The amounts involved require very careful control. The RATWEG project, which concerns rational maintenance of state roads, offers possibilities to assess well considered maintenance strategies as part of this budget control. This article considers methods that can be used for this from three viewpoints. From the economic point of view maintenance strategies can be weighed by means of an index number (TALON). The technical point of view concerns the choice of a maintenance concept, the decision to carry out maintenance, and the time of it. Three maintenance concepts play a part in this: maintenance dependent on trouble (mdt), maintenance dependent on use (mdu), and maintenance dependent on condition (mdc). From the policy viewpoint the realization of index numbers for testing maintenance conscious plans is considered. Specific examples are used to explain the methods discussed with each viewpoint.
