Abstract: This article provides suggestions on standards for the concrete industry. Several years ago, concrete industry leaders met for a workshop at the National Institute of Standards and Technology to discuss cement and concrete standards for the future. Recently, a study of concrete mixtures that could be used for the reconstruction of I-15 pavement in Salt Lake City, Utah provided the opportunity to develop guidelines for workshop objectives. The study was divided into five segments: (1) Define the term performance-based; (2) Develop a means to determine and quantify performance requirements; (3) Develop a method to identify materials resources that may be used in the construction; (4) Formulate a means to make best use of local materials in a mixture design that will, when tested, meet or exceed the proven performance-based requirements, yet not limit bidding; (5) Develop process control methods to comply with ANSI/ASQC 9000 to assure batch-to-batch concrete mixtures replicate the mixture design.
