This report describes the development and application of a general methodology for assessing the control costs and chronic health risks of toxic pollutant emissions from coal-fired electric power plants. The approach emphasizes surface water discharges and pollution, but it incorporates emissions to air, water, soil, and groundwater and transfers of pollutants between these media. This report provides a basic overview of the methodology, discusses its various components in detail, and describes its application to a simplified case study.
