Title: Efficient road pricing and the possibility of institutional change for urban bus service
Abstract: nnnnn This thesis examines the possibility of an efficient road pricing system and the possibility of institutional change for urban bus services. nnnnn The present road pricing system leads to a divergence between the cost a driver pays for a road trip and what that trip costs society. This manifests itself in the peak period when a private motorist causes congestion which increases travelling time and the cost of travel to other motorists. nnnnn An efficient road pricing system internalises this externality by confronting the road user with the marginal social cost of his journey. The only method of road charging that can successfully meet this aim is electronic road pricing. nnnnn If roads are priced efficiently then public transport patronage will increase as people change the mode of their trip. The rationale for regulation of urban bus services in this new road pricing scheme is examined. The British experiment into bus deregulation and the theoretical models of bus competition help in the understanding of the likely gains that bus deregulation could bring. nnnnn However, while a competitive bus industry may bring about a reduction in costs, the Government will require full control over all modes of public transport to adequately compensate those who lose from electronic road pricing.
