Title: PROBLEMS OF A LATECOMER: REORGANISING THE ADMINISTRATIVE STRUCTURE OF THE YEMEN ARAB REPUBLIC TRANSPORT SECTOR
Abstract: In the Yemen Arab Republic (North Yemen), a mixed economy exists of public and private sectors, with responsibility for the transport sector split between existing Ministry of Communications and Transport (road transport and, to a limited extent, air transport), the Ministry of Public Works (main road construction and ports), the Ministry of Municipalities (urban roads), the Confederation of Yemeni Development Associations (rural feeder roads), and the Central Planning Organisation (overall sectoral planning and other activities as a result of inadequacies elsewhere in the transport sector). With such split responsibilities many functions are not performed or performed very inadequatey, and there is a strong need for coordination of development of the sector and consistent supervision of transport executive agencies. The YAR Mininstry of Communications' General Secretariat for Transport Affairs was introduced into this structure very recently, with overall responsibility for regulating the land, air and maritime sectors, but without a historical power base from which to implement its policies. The paper explores the theoretical approach to defining the functions of a Ministry of Transport in a mixed economy, outlines the evaluation of options to achieve the aims of the reform, and discusses certain issues associated with establishing a new ministry.
