Title: Management for value - will road pricing help?
Abstract: Road pricing bears closer consideration as a means of managing for value in a transport agency. Many or all of the major transport objectives could be enhanced for a given resource cost if toll roads were carefully located, and implemented under certain conditions. Some of these conditions have been outlined in this paper, and they are put forward to generate discussion and understanding on a topic that is bound to grow in relevance as the nation's economic and environmental priorities come more sharply into focus. In the United Kingdom and Europe, road pricing is emerging as the preferred means for tackling urban transport problems. It will be important not to implement toll roads hastily as there are complex ramifications on traffic, the finance markets, the environment and on government. These should all be explored fully and carefully before proceeding.
