Title: EVALUATION: A KEY TO SAFER DESIGN STANDARDS
Abstract: Public highways are designed and constructed in accordance with established standards which have been developed over the years as a result of research studies or developed by committees of design engineers. These standards are sometimes modified to meet changing conditions, but few have ever been changed on the basis of safety evaluations alone. While highway safety improvement projects are evaluated by the States as required by law, these evaluations are generally limited to analyzing the effectiveness of specific safety countermeasures. In order to learn more about the safety influence of current design standards, it will be necessary to undertake a macro-analysis of projects on all classes of highways.
