Title: BUILDING AN EXPRESSWAY SYSTEM FOR CENTRAL FLORIDA
Abstract: The article describes how the Orlando-Orange County Expressway Authority is answering Central Florida's need for major transportation additions, by building the largest single road program in the State of Florida, and one of the most ambitious in the United States. Opening in 1990 will be twenty six miles of new limited-access toll roads running north, south, east and west of Orlando under a 1986 bond issue of $43 million. The massive project is not only under budget but ahead of schedule as well. The establishment of the Authority and its enabling legislation are described. The Authority operates under a management philosophy that provides for a qualified administrative staff of limited size, with reliance on contracted consultant assistance for specific tasks. Expressway construcion projects are briefly discussed. The success of the authority is attributed to its being a single purpose authority with the purpose of building expressways. It also has a good management team. The construction project segments were defined and grouped to cause bid prices in the $8 to 12 million range. This appeals to the medium-size contractor. Also, the Authority uses an incentive program for its contractors.
