Title: An optimal design for road toll alternatives
Abstract: This paper presents a stepwise searching algorithm to find the optimal locations and then to determine the optimal number of toll stations for mainline toll roads. The case study of Sun Yat-Sen freeway shows that the optimal toll station spacing is 31 kilometers for manual toll collection, while it is 23 kilometers for AVI. This paper also compares six toll alternatives through a multiple criteria evaluation technique. It is found that the best type of toll alternative is ramp closure provided AVI automatic toll collection is available. However, mainline barrier would be a good choice if manual toll collection is used. In any case, ramp barrier is the worst alternative no matter what methods of toll collection are used.
