Title: A JUSTIFICATION FOR MASS TRANSIT OPERATING SUBSIDIES
Abstract: The Urban Mass Transit Act was first passed in 1964, and since then, the Federal Government has spent $10 billion to improve transit systems, with all the aid going for capital investments. Recently the House Rules Committee approved a controversial measure that would provide $400 million in each of the next 2 years to help pay operational expenses incurred by hard-pressed metropolitan transit systems. This article reviews some arguments in behalf of transit subsidies, analyzes the fiscal difficulties of mass transit systems, and considers the net social welfare or survival benefits that might be lost if a transit system is abandoned.
