Title: COMPETITIVE PRICING OF HIGHWAY MAINTENANCE WORKS IN NEW ZEALAND - AN IMPLEMENTATION REPORT
Abstract: The paper summarises the experience of Transit New Zealand in implementing maintenance by contract across the national State Highway network. To achieve this by 1 July 1991, all physical works and professional services undertaken on the State Highway network were documented, tendered and let prior to that date. The paper summarises the development of the Competitive Pricing Procedures, then focuses on the experience gained in undertaking maintenance by contract since 1 July 1991. The various types of specification mechanisms that have been used are considered, with those that appear to be working well, and those that require amendment identified. The impacts resulting from the large scale introduction of competitive priced highway maintenance on the consulting and contracting industry are discussed. Although there are several areas in the Competitive Pricing Procedures which need improving, it is concluded that the introduction of competitive pricing for all aspects of State Highway maintenance, is an appropriate and cost effective strategy.
