Such efforts have crystallized in the Nation...As the Highway Trust Fund has recently endured speculation regarding instability, many DOTs have been searching elsewhere for potential sources of revenue. Such efforts have crystallized in the National Surface Transportation Policy and Revenue Study Commission, which was inaugurated by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEA-LU). One option that is currently being looked into, albeit a politically unpopular one, is to raise the U.S. federal gasoline tax, which has remained at 18.4 US cents/gallon since 1993. Another is the recommendation of public/private partnerships between state DOTs and for-profit organizations, as has been done in a number of tollway situations.
