Title: METHODS OF EVALUATING THE COSTS OF SNOW REMOVAL FROM ROADS
Abstract: To quantitatively evaluate the effects of snow removal from roads, the author proposes basing the effects on a quantitative model that compares the cost of snow removal from roads against the cost of decreasing the estimated economic loss brought on by snow removal from roads. The model's data is comprised of information on the quantities of automotive traffic, snowfall, and accumulated snow depth, as well as the gross prefectural product, from 1975-1990 in Niigata prefecture. The author uses the data to derive the effects of snow removal from roads and then verifies them by the model. The effect of snow removal from roads in Niigata prefecture is 5.2 times the cost of snow removal from roads on average during the time period studied. This should demonstrate the usefulness of the evaluation model and the effectiveness of road snow removal.
