The goal of the study is to create discussion on the status of public transport in the master planning process and how public transport is taken into account in the land use planning of cities and urban regions. Accordingly, land use development projects and programmes should be considered in public transport planning. The background material of the study has been compiled from research documents, reports and studies regarding public transport planning and land use planning. The subject of the study has also been examined through a few international examples. With regard to case studies, interviews have been conducted with officials, who are responsible for land use and transport planning in the cities of Lahti and Hameenlinna, and who are currently participating in transport and land use planning processes. In addition, an internet-based survey has been conducted for the representatives, who are responsible for transport and land use planning in the Centres for Economic Development, Transport and the Environment as well as in the Regional Councils. The interviews and survey focused on the starting points and goals of planning processes as well as on the issues related to the guidance and implementation of the process. The final result of the study is an operating model, through which the role of public transport can be developed in the master planning process. The roles of different parties are emphasized in the planning process. It can be challenging to find the common view of different parties regarding land use and transport planning as well as zoning. Public transport planning should be connected to the land use planning process so that urban structure could be developed to support public transport. In an ideal case, the city transport strategy is connected to overall city development. Zones of urban structure should be identified in all urban regions and population development in the public transport zone should especially be supported through land use planning and zoning. In the future, the level of service of public transport should always be determined in parallel with the master planning process, and whenever possible, as a part of an integrated transport system plan.
