Title: EFFICIENCY AND QUALITY OF PUBLIC TRANSPORT IN DEVELOPING CITIES
Abstract: Rapid growth in many cities in the developing world has defined for their urban public transit systems a priority to the increase in quantity of supply over cost efficiency and even quality of service to the clients. Quality of service necessarily has different meanings on different backgrounds, but there are probably valid elements in all cities. This paper formulates the problem of identifying the necessary conditions for conception and implementation of stable organizational solutions for urban public transit in developing countries, in several essential domains: structure and competence of the public administration; participation of private operators; tariff systems and financial support of public transit; coordination with traffic management; and other urban policies, etc.
