Abstract: The Minnesota Transportation Commision's comprehensive 11-point, traffic management plan for the Minneapolis/St.Paul metro area is described. The area has the third shortest average commuter drive time in the nation. The 11 points are as follows: (1) the establishment of a Freeway Operations Office charged with traffic management planning, and implementtion of methods and machinery to reduce traffic congestion; (2) highway helper trucks were doubled to 6 to help stranded motorists; (3) a pilot call box project; (4) expansion of driving lanes; (5) expansion of the freeway ramp metering system; (6) creation of accident investigation sites on the Twin Cities most accident-prone freeways; (7) portable, changeable message signs to alert motorists to traffic conditions; (8) a highway advisory radio; (9) a video imaging detector system for traffic data collection; (10) increased traffic monitoring; (11) downtown parking incentives for carpools and high occupancy vehicles.
