Title: PUBLIC-PRIVATE PARTNERSHIPS THAT WORK: SELECTED CASE STUDIES
Abstract: This paper is derived from current National Cooperative Highway Research Program (NCHRP) research being completed by the authors under sponsorship of AASHTO, the American Association of State Highway and Transportation Officials. The project is entitled Partnerships for Multimodal Transportation Planning, and deals with technical, legal, and institutional barriers to forming and maintaining multimodal transportation projects during all phases. The purpose of this paper is to explore the barriers associated with public and private sector institutional differences in the formation of ITS partnerships in particular. This paper has been written for the benefit of state and local public sector transportation agencies, Metropolitan Planning Organizations (MPOs), and private sector consultants and suppliers.
